Search the White Plains residents directory with the record that matches what you already know. A property address can lead to an assessment record and a deed. A full name may fit a court index or an old directory. For family history, the library holds the local volumes that put a household in a particular year. White Plains is also the Westchester County seat, so an office with a White Plains address may hold county records rather than city records. Check the custodian and record date before drawing a conclusion about a person or place.

Finding White Plains Resident Records

White Plains does not publish one complete roster of people who live in the city. Start with the kind of fact you need. The City assessment roll is useful when an address or parcel is known because it identifies the assessed owner, a mailing line, parcel facts, and a deed clue. The County Clerk’s land-record route is better for a dated ownership transfer. A court index answers a narrow case question, while old directories and census material are the better tools for a past household. An owner or mailing address is not proof that a named person currently lives at the property.

Keep the city and county roles separate. White Plains departments keep city material, including assessment, local vital events, permits, and City Archives records. Westchester County offices located in White Plains keep county land, court, election, archive, and map resources. That split matters when an address uses a White Plains postal name but lies outside the city limits.

  1. Use the City assessment material or tax inquiry to identify the address, parcel identifier, and assessed owner.
  2. Confirm a transfer through Westchester land records, using the deed book and page or the parcel’s legal description.
  3. For a particular court matter, use the appropriate New York court index and verify any result with the court.
  4. For a historical household, compare an exact directory year with census, map, and deed evidence.
  5. When an online source is incomplete, ask the office that keeps the existing record or make a focused FOIL request.

White Plains Resident Records Offices

Three offices form the main current-record trail. The City Assessor maintains the assessment roll. The Westchester County Clerk records land instruments and provides the Westchester Records Online gateway, known as WRO. The Board of Elections and the State voter tool have strict, purpose-specific routes. Each source describes a different relationship to a property or record. None should be treated as a list of every household member.

Land Records Division public search and image terminals are in Room 345 and are available weekdays during the Clerk’s published business hours. The County Archives provides a separate historical research-by-mail route. Court files belong with the court or Clerk’s Legal Division, not a routine city records request.

White Plains Parcel Before Names

A parcel is the cleanest starting point for an address question. White Plains Finance’s tax-bill inquiry accepts an address, owner name, or parcel ID, one search method at a time. The published assessment roll adds the property location, class, owner and mailing address, assessment and exemption fields, plus deed book and page where listed. Its 2026 tentative example is a tax-record source, so its owner line and mailing line must be read as assessment facts rather than a statement about present occupants.

White Plains’s FOIL request form shows the defined-record route when a permit log, plan, or local archive item is not online.

The form asks for the department holding the record and a specific document description. Supplying an address, SBL, date range, and record type helps the City locate an existing item without being asked to create an occupant list.

White Plains Deed and Map Trail

After identifying the parcel, use the Westchester County Clerk for a recorded deed, mortgage, lien, map, or other land instrument. WRO describes a free index for Land, Legal, Maps, and Trades records, while remote account terms describe paid credentialed access. Do not promise that every image is freely available online. The free in-person terminals and a direct Land Records request are documented alternatives. A mail copy request needs the document type, owner name, property address, approximate date, and liber, page, or control number when known.

The County parcel viewer supplies the map layer. It can show property geography and selected zoning, flood, school, fire, sewer, water, and other district layers. County guidance warns that ownership data from municipalities may be incomplete. Use the City roll for the assessed-owner detail and a recorded instrument for the legal title trail. The address-focused workflow is detailed in the White Plains street directory.

Parcel
A taxed piece of land identified in the local roll and map system.
Situs address
The physical property address, which can differ from where correspondence is sent.
Grantor and grantee
The parties named in a recorded transfer, commonly the seller and buyer.
Index
A finding tool that points to a record. It is not always the document image itself.

White Plains Voter Lookup Limits

New York’s official voter service is a personal registration, poll-site, and ballot-tracker tool. It calls for county, last name, first name, date of birth, and ZIP information, with Westchester selected for a White Plains voter. It is not a browse-by-address directory. Election Law §3-103(5) restricts use of voter-registration information to an elections purpose, and confidential-voter procedures can remove a qualifying record from public inspection.

The Westchester Board of Elections has a request route for authorized records. Its published form asks who is requesting, who is represented, and which record is sought. It lists copies at 25 cents per page, with advance payment over ten pages. A targeted elections-purpose request should state the lawful purpose and the exact record needed.

The official voter service is shown here as the identity-based entry point.

The screen’s county, name, date-of-birth, and ZIP fields illustrate why it should be used for the voter’s stated status question, not to assemble a street roster.

White Plains Court Name Checks

For a name connected to a case, start with the White Plains City Court page or the appropriate statewide eCourts service. The city court links Local Civil and WebCrims. The statewide choices separate WebCivil Local, WebCivil Supreme, WebCriminal, WebFamily, NYSCEF, eTrack, and other functions because each has different coverage. A name hit is only an index lead. It needs the court, case number, date, and case type before it can be evaluated.

Some material will not display. Court guidance identifies sealed matters, adoptions, certain Article 81 matters, youthful-offender records, entries not yet recorded, and cases with no future appearance as examples of gaps. The Westchester Supreme Court Law Library has public computers, a Civil City Court Records Search terminal, and an e-file terminal. Ask the court that entered the data to correct an apparent error, and request a file or certified copy from the appropriate court or Clerk route.

Note: An absent online result means only that no result displayed under those inputs and current access rules.

White Plains Restricted Vital Events

The White Plains City Clerk’s vital-record route is for a birth or death within city limits or a marriage license issued by the City. Certificates are not public information. The application forms limit certified copies to people with the specified relationship, documentation, or court authority. Walk-in service has stated hours, and the City describes a separate mail process. An address using the White Plains postal name does not establish that the event occurred within the City.

Older events can qualify for an uncertified genealogy copy. The City and State rules use a birth record at least 75 years old with the named person known deceased, a death record at least 50 years old, or a marriage record at least 50 years old with both spouses known deceased. Direct descendants may seek a documented waiver. The State Department of Health is the backup for White Plains events because the City is outside New York City.

Current White Plains Directory Sources

Current official sources answer narrow questions. The tax roll is about assessed property. Land records name parties to instruments. Court systems provide public case access where available. The voter tool serves a voter’s own status. Community organizations identify area contacts rather than member lists. Matching the source to its limit keeps a White Plains residents directory search accurate.

Commercial record-compilation services can be incomplete or stale. Official custodians offer the clearer correction path, record date, and access rule. Use a named custodian when an important fact must be verified.

Westchester Archives Before 1908

When the trail moves beyond readily available land records, the Westchester County Archives research-by-mail service is the documented historical fallback. It lists deed grantor and grantee research from 1680 through 1907, mortgagor indexes from 1680 through 1897, estate records from 1782 through 1909, and maps from about 1766 forward. It accepts customized research requests by mail and requires payment before work begins.

That history is not merely a gap in a web search. During the 1776 invasion, court clerk Theophilus Barton removed Westchester records from the White Plains courthouse for safekeeping. A missing database result should lead to a custody question, a defined record request, or an archives inquiry, rather than an assumption that the record was lost.

White Plains ZIP Is Not City

Postal geography and city jurisdiction are different. The 2026 USPS Office of Inspector General report lists 10601, 10603, 10604, 10605, 10606, and 10607 as delivery ZIP Codes served by the White Plains Main Post Office and identifies 10602 for PO Box routes. That delivery area crosses more than the city’s municipal footprint. Confirm a mailing ZIP through USPS, then use the City roll or County parcel map’s municipal fields for a city-specific question.

A full-address USPS lookup verifies mailing information but does not confirm that a person or company is at an address. ZIP-by-ZIP boundaries and the PO Box distinction require the same address-specific caution.

White Plains Historical Directories

For a prior household, the best local shelf is the White Plains Public Library’s House History collection. It reports a directory run from 1888 through 1967 with gaps and says reverse, address-to-name lookups begin in 1930. The New York State Library’s non-circulating film list supplies another verified run, including 1903/04 through 1908/09, selected years through 1929, and 1930 through 1932. Gaps must remain gaps, not invented annual coverage.

A directory can be paired with a released federal census, a deed, or a historic map to test a date and address. The 1911 White Plains Sanborn set has 65 online sheets and supplies building and street context, not resident names. The full collection method, including nearby-community subtitles and reverse-directory cautions, belongs in the White Plains city directory.

White Plains Archives Record Requests

The White Plains City Archives is maintained by the City Clerk for city-government records, photographs, artifacts, maps, and ephemera. Its public information says conversion to digital media is ongoing and a future public website remains a goal. That is important when an ordinary web search finds nothing. A missing search result does not show that the City lacks the underlying record group or that staff can disclose it without a defined request.

Ask for a bounded item that the City can locate: a department, meeting, address, era, map, record series, or document type. The City Clerk also retains Council proceedings and municipal archives, which can supply a dated project or legislative record when that is the defined request. A records request should describe the existing material rather than ask the City to identify people or create a new list. That approach fits the City’s FOIL process and preserves the difference between city archives, County Archives, the assessment roll, and the County Clerk’s recorded-land files.

White Plains Safety Record Boundaries

State custody and registry tools are not substitutes for a residents directory. The NYS incarcerated-person lookup requires an exact full name and date of birth and reports institutional custody information, not a home address. The official registry is also a limited public-safety system with accuracy and misuse warnings. Neither tool should be used to infer where a person lives.

The DOCCS lookup is shown as an example of a narrow custody route.

Its identity fields and custody focus show why a result needs a stated public-safety purpose and a current date.

The New York State offender-registry entry page also states its own search and use limits.

Use the registry only for its authorized public-safety function, never to make a general list of White Plains residents or to harass a person.
